A comparative analysis of different indexes based on their taxonomy

Abstract
During the last decade International Organizations have launched a series of Indexes that aim to measure how governments use digital technologies to provide government services, meet citizen’s needs, and solve public problems. In 2014 the European Commission released the Digital Economy and Society Index (DESI); in 2019 The Organization for Economic Co-operation and Development (OECD) launched the Digital Government Index, and in the year 2020, the World Bank Group presented the Govtech Maturity Index. These Indexes complement pioneering measurement exercises like the United Nations Department of Economics and Social Affairs (UNDESA) eGovernment Survey launched in 2003. This research analyzes the measurement frameworks of the Indexes mentioned above. The assessment classifies each indicator of the indexes as that of input, process, output, outcome, and impact to then plot the distribution of these indicators for each Index, in addition, a classification was made in dimensions of eGovernment such as governance, platform, digital services, connectivity, and citizenship. The graphical/visual representation of the distribution facilitates a general understanding of the characteristics of each Index. Based on this analysis, we discuss possible uses and the relationship of the different distributions with the levels of digital government maturity.
